Operation
Effective: February 24, 1994
As of January 01, 2005 Per New Law "All Recreational Thrill Craft operators shall be required to possess, and make available upon demand of Enforcement Personnel, a Certificate of Completion from an Accredited Institution of Higher Education on the Safe Use and Operation of a Thrillcraft". Contact your area Community College for classes.(Sec. 13-256-16)

PLACEMENT OF REGISTRATION NUMBERS ON THRILLCRAFT

Registration numbers and annual decal shall be displayed on the forward half of the craft, avoiding to affix over any manufacturers decals/designs. Background color shall be in contrasting color to that of the state registration numbers and decals in a position readily observed within a distance of 100 feet.

DEFINITIONS

THRILL CRAFT: Any motorized vessel that falls into the category of personal watercraft, and which:

1) Is generally less than thirteen feet in length as manufactered;

2)Is generally capable of exceeding a speed of twenty miles per hour;

3)Can be operated by a single operator, but may have the capacity to carry passengers while in operation; or

4) Is designed to provide similar operating performance as a personal watercraft through a combination of small size, power plant, and hull design.

This term includes, but is not limited to a jet ski, waverunner, wet bike, surf jet, miniature speed boat, hovercraft, and every description of vessl which uses an internal combustion engine powering a water jet pump as its primary source of motive propulsion, and is designed to be operated by a person or persons sitting, standing, or kneeling on, or being towed behind the vessel.

OCEAN RECREATION MANAGEMENT AREA (ORMA):

A designated Ocean Recreation Management area (ORMA) means all ocean waters and navigable streams extending from the low water mark to three thousand feet seaward. Within ORMAs, recreation activites are assigned specific areas where they may be conducted. Exhibits "G", "CC", "OO", "BBB" show designated and non-designated ORMA Boundries.

A NON-DESIGNATED Ocean Recreation Management Area is an area where no designated areas have been assigned for specific recreation activities.
THINGS THRILL CRAFT OWNERS AND OPERATORS SHOULD KNOW:

You need to be fifteen years old or older to operate a thrill craft in Hawaii

You may not take your thrill craft in a marine life conservation district or marine natural area reserve.

In a NON-DESIGNATED ORMA, you have to operate your thrill craft five hundred feet offshore or the outer edge of the fringing reef, whichever is greater.

Around the islands of Maui and Kauai, thrill craft are permitted only in NON-DESIGNAED ORMAs.

Around the islands of Oahu and the Big Island of Hawaii, thrill craft are permitted in both NON-DESIGNATED and DESIGNATED ORMAs.

Around the islands of Molokai and Lanai, thrill craft are prohibited.

Thrill craft operators must access designated recreational thrill craft operating areas by the most direct route consistent with safety considerations.

In DESIGNATED ORMAs, recreational thrill craft may operate only within locations designated for recreational thrill craft use.

Recreational thrill craft operators may gain access to state waters only from launch ramps, harbor facilities or from private beach front property.

SPEED RESTRICTIONS:

Thrill craft shall proceed at a speed of slow-no wake while within 200 feet of any:

Float;

Dock;

Launching Ramp;

Congested beach;

Swimmer;

Diver's Flag; or

Anchored, moored or drifting vessel.

Thrill craft shall proceed at a speed of slow-no wake while within 300 feet of any:

Shoreline.

While in other areas, thrill craft are required to proceed at a reasonable speed based on the conditions and as situations present themselves. For example, a thrill craft operator should pay special attention to the speed of their vessel when it is close to anchored or moored vessels, when within a channel or as indicated by buoy or sign.

VESSEL OPERATION IN PROXIMITY OF HUMPBACK WHALES:

Federal regulations prohibit any vessel or person to be within 100 yards of any humpback whale. Vessels are restricted from causing other vessels from approaching within 100 yards of a humpback whale.

Thrill craft operators should take special care not to disrupt the normal behavior or prior activity of a whale. A disruption of normal behavior may be caused by, among other things, a rapid change in direction or speed.

During humpback whale season, December 15 to May 15, thrill craft shall stop operations in the following designated ORMAs:

Haleiwa's designated Zone E

Maunalua Bay's designated Zone E

Kailua-Kona Bay's designated Zone B and Zone C
